摘要：This paper characterizes the Nash equilibrium in a local-average model where a player's payoff is affected by her distance to the social norm she confronted. It focuses on a social planner's optimal targeting interventions that change individual characteristics and/or network structure. I analyze these intervention problems in various setups depending on the objectives of the planner. First, I discuss the characteristic intervention problems with utilitarian and egalitarian planners, respectively. Then, I study the relative intervention problem in which a planner tries to maximize the ratio of the equilibrium social welfare over the first-best level subject to a fixed budget constraint. I then turn to the structural intervention problem, where a social planner can build or restructure a network to maximize the social welfare subject to the incentive constraints of individuals. We give conditions under which the planner's intervention policy implemented is unanimously agreed-upon by all individuals. Finally, I give a numerical algorithm to find the socially optimal network among the whole network class.
