Professor Steinfeld will present the attached working paper (Steinfeld, Edward S. “Institutional Transformation and Industrial Recombination in Contemporary China,” Working Paper, MIT Department of Political Science, March 2011).　

The paper links processes of institutional change in China to the nature of evolving activities on the shop floor.　 The paper argues that in the Chinese case, rather than a fixed set of change agents controlling the evolution of economic institutions, events in many cases have been permitted to create new groups of actors.　 Those actors have pushed a series of subtle institutional changes that have permitted substantial upgrading in a deverticalized setting.　 The paper argues that such changes are facilitating technological co-development between Chinese and non-Chinese firms in a variety of advanced industries, particularly the energy sector.
