Title:Resolving Parkinson's Law and Student Syndrome: Overcoming Strategic Manipulation
Abstract: In project management, the widely observed behavioral phenomenon of Parkinson's Law wastes the benefit towards project completion from early task completion, thus leading to poor project performance. To resolve Parkinson's Law, a number of incentive-compatible (IC) mechanisms have been proposed in the literature and one of them, known as per diem bonus for early completion, is most widely used in practice. We show that this mechanism is vulnerable to strategic manipulation. We further propose a new IC mechanism for resolving Parkinson's Law. Our scheme also resolves Student Syndrome, which refers to planned procrastination when, for example, a student will only start to apply himself/herself to an assignment at the last possible moment before its deadline.
Empirical comparison of the aforementioned two mechanisms reveals that with our scheme both project makespan and incentive payments are significantly reduced relative to the per diem bonus scheme. Sensitivity analysis identifies project characteristics with which the benefits from using our scheme are typically greatest.
